If you want to know if the company is building links, you can check for yourself by using yahoo site explorer to see the links pointing back to your site. Bear in mind that some links will take a while to get indexed, so will not appear.
The second way you can see is to get them to send you a spreadsheet with all the links they have built, and you can go and check them to see if they exist.
Also, are they building links to increase ranking for a particular keyword? If so, you can use rank-tracking software to see how your site is positioned in google for a particular keyword, a package such as this http://www.link-assistant.com/rank-tracker/ enables you to see how your site“s position in google varies over time for multiple keywords.
Finally, I recommend you contract a local service that can give you references for previous work done, that you can go and speak to in person. It will be more expensive, but you will get results, and you can go to their office and shout at them if they do it wrong. Plus, they will be able to explain to you exactly what they are doing, and set some decent metrics for your seo campaign.
SEO is a complicated and confusing business, and there are a lot of sharks out there, so if you take your business seriously you should invest the time and resources to find a good agency.

See, to judge the seo work there are 2 ways for you here as i have understand it correctly your question so far. One is that as you said that you have paid for the link building so you should check the number of backlinks your site has gained in search engine compare to what they have promised or dealed with you, backlinks can be checked in backlinkwatch.com for the total number of backlinks over the internet, this includes nofollow and dofollow both, or type link:site name in google and the number of the result seen there below the search bar is the number of the backlinks in google which is from the dofollow sites only as google only counts the backlinks from dofollow sites.
I have given you both ideas as if you may be targeting bing or yahoo or any other search engine.
Second is that if you are selling any commercial product through your website and if it is a seasonal product which get sell only in a particular season than you have to check the targeted traffic from google analytics and the sales volume of your business through internet as and when your site is showing up in google. If you are not selling any commercial product or earning from google adsense or from any other affiliate marketing then you have to check the total number of visits per day on your site and that can only increase while your site is at good rank in search engine, backlinks does not matter much in this case, what you need is only visitors and that can be achieved once the site gains the good rank.

Very valid answers here from SEOs who know their stuff. I might just like to add a few tools to the mix. Try the open site explorer on seomoz to start with – it’s free to use, but limited without a pro account. After that, have you tried blekko? It;s a new search engine that makes SEO less jargony. It has a tab that lets you see the back end of a website too – traffic, links, etc.
While you can ask for a spreadsheet of all the links built, why should YOU have to go to the trouble of checking them all manually? After all, it’s what you are paying them for, right?
You can only see that if your site before the seo and after the seo work, you can see the difference in the ranking in the search engine optimization . That is the only thing and you can also see the comment on your site which also help you to see the traffic.
